Electricity Market Deregulation and Competition in Victoria

The electricity market in Australia's Eastern and Southern states has been undergoing a process of deregulation which began in the late 1990s. The first step involved establishing a national grid {{citymarketintro4}} in one state to be delivered to customers in another state.

The next stage, which occurred sooner in some states than others, was the splitting up of state owned monopolies into multiple competing entities, then privatising them. In an attempt to promote a greater amount of competition the market was split into two levels

  • Energy Distributors
    The distributors manage the actual delivery of electricity to customers' premises , and they own and maintain the powerlines and poles, but do not deal directly with customers.
  • Energy Retailers The electricity retailers sell the electricity to the customers and manage the billing. Each state has between 1 and 3 distributors but up to thirty retailers.

The Victoria market was fully deregulated on 1 July 2008 . This allowed customers to switch to the provider that offered the cheapest electricity prices.

Here are some easy to implement tips to reduce your expenditure on electricity

  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn off your appliances at the power point when you're not using them.
  • Eliminate draughts. Prevent cold air or hot air getting in or getting out via gaps under doors or around windows by using door snakes and gap seal tape.
  • Reduce use of the clothes dryer. Instead, dry the clothes outside or use an indoor clothes rack.
  • Instead of turning on the heater, dress for the weather (warm socks, jumper, booties, beanie).
  • Use less lighting. Rely on natural light if possible.
  • Stop the sun from over-heating your home by closing blinds and curtains in rooms that are exposed to the heat of direct sunlight.
  • Close the doors to rooms that you don't use, so you just heat or cool a smaller space.

Here are some questions and answers about what happens once you've finished the comparison process and decided that you'd like to switch electricity providers.

If you change your mind that's okay because your new electricity provider will give you a ten-day 'cooling-off' period, which means you have ten days during which you can cancel the process and stay with your current energy provider.
Definitely not! The actual delivery of energy to your house, via the pipes and wires, is all done by an energy distributer (not by your retailer). The distributor continues to supply the electricity to your house even if you switch to another energy retailer. It's the retailer that issues your electricity bills, but they purchase energy from the distributor and resell it to you. You can't purchase electricity directly from the distributor, you need to buy it from one of the retailers that resells their energy. You can be certain that when you switch retailers, your electricity supply will not be interrupted because the connection to the distributor will continue to be the same as before.
The 'paperwork' is all processed quite quickly, often in less than 24 hours. But the final switchover cannot take place until your current provider has issued you their final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on when your meter is next due to be read. It could take up to three months.

The actual changeover in providers won't happen immediately, because the old provider will need to do a meter reading again, one final time. then issue you their final bill.
