It's okay if you change your mind because your new electricity provider will give you ten days of 'cooling-off' period, which means you have ten days to cancel the process and remain with your old energy provider.
No, definitely not! The delivery of actual energy to your house, via the pipes and wires, is done by an energy distributer (not your energy retailer). That distributor will continue to supply the electricity to your house even when you change to a different energy retailer. It is the retailer that issues your electricity bills, but they buy energy from the distributor, then resell it to you. You can't purchase electricity directly from your distributor, you have to buy it from an energy retailer. You can be certain that when you switch retailers, your electricity supply won't be interrupted because the connection to the distributor continues to be the same as before.
All the 'paperwork' is processed quite quickly, usually in under 24 hours. But the switchover cannot happen until after your current provider has issued you your final bill, and they will only be able to do that after they've taken a final meter reading. So, it depends on how soon your next meter reading happens. It be up to three months.

Electricity Market Deregulation and Competition in Melbourne

Since the late 1990s the electricity market in Australia's Eastern and Southern states has been undergoing a deregulation process. The first stage involved establishing an intra-state electricity grid that enabled electricity that was produced in one state to be sold to customers in a different state.

The next stage, which happened sooner in some states than others, was the splitting up of the state owned monopolies into multiple competing entities and then privatising them. In order to promote a greater degree of competition the energy market was split into two levels

The distributors have the responsibility for the actual delivery of electricity to customers' premises . They own and manage the powerlines and poles, and do not deal with customers.

The electricity retailers sell the electricity to the customers and are responsible for billing. Every state has from one to three distributors but up to 30 retailers.

In July 2008 , the Melbourne electricity market was fully deregulated. This allowed consumers to change to the provider who offered the cheapest electricity prices.
