Electricity Market Competition in Victoria

Australia's electricity market has been undergoing a process of deregulation since the late 1990s. The first step involved establishing a national electricity network {{citymarketintro4}} in one state to be delivered to customers in a different state.

Another stage, which occurred earlier in some states, was the breaking up of state owned monopolies into multiple competing entities and then privatising them. In an attempt to stimulate a greater amount of competition the market was split into two levels

  • Energy Distributors
    Distributors are responsible for the physical delivery of electricity to the customers' premises . They own and maintain the powerlines and poles, and do not deal with customers.
  • Energy Retailers Retailers have all the interactions with the customer. They sell the electricity and are responsible for billing. Each state has from one to three distributors but up to 30 retailers.

On 1 July 2008 , the Victoria market was completely deregulated. This allowed customers to change to whichever provider had cheaper prices.

Electricity in Victoria is supplied by the following five distributors

    United Energy distributes electricity in the southern suburbs of Melbourne and in the Mornington Peninsula.
  • Ausnet Services
    AusNet Services provides electricity to the eastern outer & northern suburbs of Melbourne and to eastern Victoria.
  • Powercor Australia
    Powercor delivers electricity to the western Victoria and western suburbs of Melbourne.
  • Jemena
    Jemena distributes electricity in the south-western and northern suburbs of Melbourne.
  • Citipower
    Citipower distributes electricity in Melbourne City and inner suburbs.

Tips for reducing your electricity usage to save money

Here are some easy to implement tips for reducing how much you spend on electricity

  • Eliminate draughts. Prevent cold air or hot air blowing in or leaving via gaps under doors or around windows by using door snakes and gap seal tape.
  • Minimise use of your clothes dryer. Dry the clothes outside or alternatively, use an indoor clothing rack.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn all appliances off at the power socket when they're not in use.
  • Rather than turn on the heater, wear warm clothing (jumper, booties, beanie, warm socks).
  • Close the doors to areas of the house that you aren't using, so that you only have to heat or cool a smaller area.
  • Reduce air conditioning use by opening the windows at night to allow the cool air in, and closing them in the morning thus keeping hot air out.
  • Use less lighting by using natural light where possible and replace older lights with energy efficient LED lights.
  • Prevent the sun over-heating rooms by closing blinds and curtains in the rooms into which the hot sun directly shines in.

This section contains frequently asked questions and answers about what happens once you have completed the comparison process and have chosen to change gas and electricity providers.

It's okay if you change your mind because your new gas and electricity provider will give you ten days of 'cooling-off' period, that means you have ten days during which you can change your mind and stay with your current energy provider.
No. You won't have to do that. The actual delivery of energy to your house, via the pipes and wires, is done by an energy distributer (not your energy retailer). The distributor continues to supply gas and electricity to your premises even if you change to another energy retailer. It is the retailer that issues your gas and electricity bills, however, they purchase energy from the distributor and resell it to you. You can't purchase gas and electricity directly from your distributor, you have to buy it from an energy retailer. You can be sure that you won't experience an interruption to your gas and electricity supply when you switch retailers, because the underlying connection to the distributor will continue to be the same as before.
All the 'paperwork' is processed quite quickly, usually in under 24 hours. But the actual switchover cannot take place until after your old provider has sent you a final bill, and they can't do that until a final meter reading has been taken. So, it depends on how soon your next meter reading is. It be up to three months.
We'll sign you up with your new energy provider, and will also tell your present provider that you're moving to another provider. The switch to your new provider won't happen immediately, though, because your current provider will have to do a meter reading again, one final time. and then issue you their final bill. The new provider will start charging you from the date of the meter reading. the distributor that feeds the energy to your home will continue to be the same as before the switch.
